Update on Online Single Submission Services

Further to our client update of 11 July 2018 in respect of the Online Single Submission Service  system ("OSSS")  the Indonesian Investment Coordinating Board (Badan Koordinasi Penanaman Modal or "BKPM") issued a list of licenses and recommendations  which will continue to be processed and issued by the BKPM (and not via the OSSS) as follows:

1.

Energy and mineral resources sector

1.1

Power:

 

a.

geothermal business license;

 

b.

geothermal support business approval;

 

1.2

Oil and gas:

 

a.

utilization of oil and gas data license;

 

b.

license to conduct surveys;

 

c.

temporary/permanent oil and gas storage business licences;

 

d.

temporary/permanent oil and gas processing business license;

 

e.

temporary/permanent oil and gas transportation business license;

 

f.

temporary/permanent oil and gas general trade business license;

 

g.

license to open a representative office of foreign oil and gas company;

 

1.3

Mineral and coal:

 

a.

exploration mining business license;

 

b.

termination of mining business license due to the return of mining concessions of the government;

 

c.

mining production operation business license specifically for transportation and sales, and its extension;

 

d.

mining production operation business license and its extension;

 

e.

mining production operation business license specifically for processing and/or refining, and its extension;

 

f.

temporary license to carry out transportation and sales;

 

g.

mining production operation business license for sale;

 

h.

mining service business license and its extension;

 

2.

Public works and people's housing sector:

 

a.

development and property undertaking business license;

 

b.

housing sector business license;

 

3.

Finance sector:

 

a.

granting of import facilities for machinery, capital goods and materials for investment in the industrial sector and the services industry;

 

b.

provision of import facilities for machinery and capital goods for (i) the electricity sector, (ii) Work Contracts (Kontrak-Karya) and (iii) Work Agreement for Coal Mining Concession (PKP2B);

 

c.

proposal for tax holidays;

 

d.

proposal for tax allowances;

 

 

4.

BKPM related:

 

a.

foreign company representative office license (other than in the construction and trade sectors);

 

b.

license to open a branch office (for companies with BKPM business license);

 

c.

limited stay visa recommendation for shareholders;

 

d.

recommendation for change of visitors permits to limited stay permits (ITAS);

 

e.

recommendation for change of ITAS to a permanent stay permit (ITAP)
